Finance
The finance department exercises overall financial control of Police Authority resources and ensures that effective financial arrangements are in place for the administration of Police Authority affairs.
The department is organised into four branches as shown below:
- Accountancy Services & Debt Management
- Accounts & Cashiers
- Payroll
- Printing & Design
Overview
The department provides a full range of financial services to support front line policing. The department prepares and monitors the revenue and capital budgets for the force, ensuring that resources are available to meet the requirements of areas and departments. Advice and guidance is provided to ensure that these budgets are used effectively and efficiently.
Grant funded partnership working is increasingly common within the police service and ongoing accounting support is provided to divisions and departments to assist with initial grant application, ongoing monitoring and final claim completion.
Final accounts are prepared at the end of the financial year in partnership with Durham Police Authority
ensuring that all relevant legislation and accounting standards are applied.
We are responsible for providing the payroll services too all police officers and police staff and for administerting police pensions that are paid to retired police officers. As a central finance department we pay all of the creditor invoices for the force and the rasing and management of debtor accounts.

Fraud Protection
Durham Constabulary is required by law to protect the public funds it administers. It may share information provided to it with other bodies responsible for auditing or administering public funds in order to prevent and detect fraud.
The National Fraud Initiative (NFI) is the Audit Commission’s data matching exercise that runs every two years and is designed to help participating bodies identify possible cases of fraud and detect and correct any consequential under or overpayments from the public purse.
